Introduction
If your GST registration was cancelled by the tax officer, you can get it back by filing an application for revocation of cancellation in Form GST REG-21. Revocation means the cancellation order is withdrawn and your GSTIN becomes active again, as if it had never been cancelled.
A cancelled registration hurts a business quickly. You cannot collect GST from customers, your buyers cannot claim input tax credit on your invoices, and you cannot issue e-way bills. Many B2B customers simply stop placing orders. The good news is that the law gives you a clear route to restore your registration, provided you act within the time limit and clear your pending compliances first.
Who Can Apply for Revocation
Revocation is available only when the proper officer cancelled your registration on his own motion (suo motu) under Section 29(2) of the CGST Act. The process is governed by Section 30 of the CGST Act read with Rule 23 of the CGST Rules.
The officer usually cancels registration for reasons such as:
- Not filing GST returns for a continuous period (six months for regular taxpayers; the specified period for composition taxpayers)
- Not starting business within six months of taking voluntary registration
- Registration obtained by fraud, wilful misstatement or suppression of facts
- Business not found at the registered address during physical verification
- Violation of provisions of the GST Act or Rules
Important: If you yourself applied for cancellation (voluntary cancellation in Form GST REG-16), you cannot file for revocation. In that case, you must apply for a fresh GST registration.
Time Limit for Filing Revocation
You must file Form GST REG-21 within 90 days from the date the cancellation order was served on you.
If you miss the 90-day window, the time can be extended by up to a further 180 days by the Joint or Additional Commissioner, or the Commissioner, if you show sufficient cause (for example, illness, a genuine financial crisis or a technical problem). The reasons for extension are recorded in writing by the authority.
Period | What applies |
Within 90 days of the cancellation order | File REG-21 directly |
91 to 270 days | File with a request for extension, showing sufficient cause |
Beyond 270 days | Revocation through the normal route is generally closed; options are an appeal, a writ petition or fresh registration |
Before You Apply: Clear All Pending Compliance
The application will be rejected if your past returns and dues are not cleared. Before filing REG-21, make sure you have:
- Filed all pending returns up to the effective date of cancellation (GSTR-1, GSTR-3B, or CMP-08 and GSTR-4 for composition taxpayers).
- Paid all tax dues shown in those returns.
- Paid interest on late payment of tax.
- Paid late fees for delayed returns.
- Kept supporting documents ready, such as proof of business activity, rent agreement or electricity bill for the place of business, and a short explanation for the default.
Step-by-Step Process to File Revocation (Form GST REG-21)
- Log in to the GST portal with your username and password. Your login works even after cancellation.
- Go to the revocation option: Services → Registration → Application for Revocation of Cancelled Registration.
- Check the auto-filled details. Your GSTIN, legal name and address appear automatically.
- Enter the reason for revocation. Explain clearly why registration was cancelled and how the issue has now been fixed (for example, “All pending returns up to the cancellation date have been filed and dues paid”).
- Upload supporting documents in PDF or JPEG format, within the size limit allowed on the portal.
- Select the authorised signatory from the drop-down list and enter the place of filing.
- Verify and submit using DSC (mandatory for companies and LLPs) or EVC (OTP sent to the registered mobile and email).
- Note the ARN. An Application Reference Number is generated and sent to your registered email and mobile. Use it to track the status.
